the justification comes from interest and convenience. if i am working a
lot with namespaces, then i am happy to have them pre-cooked in the
infoset. if i think that there should be nothing but pure xml 1.0, then
i want to see them as attributes.

exactly! sure we can treat everything as pure xml and have everybody
implement their own namespace handling and link handling and whatever,
but this is not in the interest of people wo would like to have better
support for commonly used mechanisms.
