I agree that it isn't specifically necessary but to say it is not
useful would be incorrect. Since not every encoding possible is
required to be supported by every parser you might want to validate,
in a network where people are passing around messages, that a
particular encoding is adhered to.
It might be nice to do this kind of validation in Schematron.
