I would tend to agree with that statement (in the context of writing
selectors for Selenium tests), except that we find that in practice the
implementation of CSS in Selenium is buggy, and we often end up needing
to use XPath instead. Keeping track of when it's acceptable to use CSS
is in the end, too burdensome, so we pretty much always use XPath, which
is at least reliable.
