No XML file has semantic content. Indeed, semantics (or, if you prefer,
pragmatics — as far as I am concerned, it is a distinction without a
difference) is the effect a message has on the recipient, and has
nothing to do with the sender's intentions.
Yep. That's the way it always is, with or without XML and assorted
other standards.
