No XML file has semantic content.  Indeed, semantics (or, if you prefer,
pragmatics — as far as I am concerned, it is a distinction without a
difference) is the effect a message has on the recipient, and has
nothing to do with the sender's intentions.
Yep. That's the way it always is, with or without XML and assorted other standards.

Senders propose, recipients dispose. (I didn't come up with that, but I'm not sure who did.)
