XSLT also defines a version attribute in the XSLT namespace, but that is
not used on xsl:stylesheet.

I can't see any reading of the namespace or XSLT specs that could
possibly suggest that, or any suggest that an XHTML browser could ignore
the href attribute on xhtml:a.

Not at all. Simon was suggesting that applications should treat
unnamespaced attributes in the same way as attributes in the namespace
of their parents. No XSLT engine treats attributes in this way.
