The trouble with that is that it isn't clear who needs to use it.
Anyone who has the forethought to use xml:id can declare their own
ids in the internal subset as well; people who want to reference a
document they don't control need to use something other than ids anyway.
James Clark's idea of xml:idattrs makes more sense to me.
