Thanks to John and Karl.  That matches what I read in 
the spec and the empirical behavior.  I appreciate your 
insights.

No.  If the attribute is of type CDATA, or its type is not known, then
the only thing done is to change line breaks to spaces.  If the type is
known and is not CDATA, then whitespace is collapsed inside and stripped
front and rear.
