I don't think that's really the case. A primary use case for xml:id is
for fragment id's in URI references, and thaey are typically used by
browsers, and they typically don't read a (the external entities of) a
DTD even if they're specifed with a <!DOCTYPE. If URI references
with 'plain' fragment id's are to work reliably, they need to work with
non-validating parsers (or browsers need to change).
