It's not that. Complexity naturally resists commodization. The
interdependencies make it hard for those with less resources to
write the code. In particular XML Schema processing is no joke to
implement. Unless perhaps your idea of something to implement in
the past has been CORBA or COM and your idea of software economics
are platform lock-in and high switching costs. XML Schema is a
barrier to entry if ever I saw one.
