This, I think, is the problem. You're coming from the point of view of an
"author", one specific usage of XML. XML usage is so broad that you can't
assume the way you use XML is the way others use XML. I don't use XML as an
author would. I don't use it to mark chapters, etc. Outside of that realm,
it's completely inpractical to use XML the way you do. And visa versa, the
way I use XML is probably inpractical to authors.
